Mr. Cheung obtained his Bachelor Degree of Social Sciences and Master Degree in Business Administration at the Chinese University of Hong Kong. He is currently the Executive Director of One Country Two Systems Research Institute, Directors of Hong Kong Development Forum, Belt and Road Hong Kong Centre and Bay Area Hong Kong Centre. He is also a Member of the 13th National Committee of the Chinese People’s Political Consultative Conference, Member of the Independent Commission Against Corruption Complaints Committee, Member of the University Grants Committee and Council Member of the Chinese Association of Hong Kong and Macao Studies.

Mr. Cheung was a Non-official Member of the Executive Council of the Fourth Term Hong Kong Special Administrative Region Government and a Member of the Commission on Strategic Development. He was awarded a Bronze Bauhinia Star in 2011 and appointed as a Justice of the Peace in 2014. In 2017, he was awarded a Gold Bauhinia Star.
